Chris Toler is the President and Chair of the Board of the Contra Costa Fire Foundation. He is a former Fire Captain with 24 years of firefighting experience. Given this, Chris fully understands what firefighters need and the challenges the fire district faces. He holds an MPA from the Goldman School of Public Policy at UC Berkeley, with a specialization in public-sector labor and policy. These skills come in handy when guiding the Foundation through strategy development and resource management. Chris is deeply committed to assisting firefighters and the communities within Contra Costa County and is honored to lead an organization dedicated to strengthening that connection.
Chad Newland serves as Treasurer of the Contra Costa County Fire Foundation, where he provides financial oversight and supports the organization’s charitable and community-focused initiatives. In his professional role as Regional Director of Operations with AMR, Newland, Chad brings extensive experience in EMS operations, fiscal accountability, and public safety leadership. Chad is committed to strengthening partnerships and ensuring the Foundation’s resources are effectively stewarded to support firefighters, public safety initiatives, and the communities they serve.
Brandon Matson is the Western Region Director of Government Relations for PBF Energy, an oil refining company with six refineries throughout the United States, including two in California. In this role, Brandon focuses on legislative and regulatory issues affecting PBF’s refining operations in California. Earlier in his career, he worked in business trade association government relations as the Advocacy Manager for the Los Angeles County Business Federation (BizFed) and as the Government Relations Coordinator for the Torrance Area Chamber of Commerce. Brandon also serves as a Major in the U.S. Army Reserve, following prior active-duty service. Brandon holds an MBA with a concentration in Economics from Cal State Fullerton and a bachelor’s degree in Psychology from UCLA. He lives in the Bay Area with his wife and two daughters
Greg Brumley is a lifelong Contra Costa resident that has spent over 35 years working in the disaster recovery and property restoration industry. During that time, he has continually witnessed the extraordinary sacrifice and selfless service provided to our community by our first responders. Greg believes in the Mission and goals of Contra Costa Fire Foundation, and he proudly promotes the work of the Foundation with a desire to show his appreciation of our local heroes.
Lewis Broschard recently retired as the Fire Chief of the Contra Costa County Fire Protection District, an all hazards Metro fire agency serving over 750,000 residents and 13 cities, after more than 35 years in the fire service.
His experience includes positions and responsibilities in emergency operations, fire prevention, administration, and executive leadership. Chief Broschard’s experience includes strong budget development and oversight of a $400M organization, implementing financial strategies such as revenue bonds and large lease-purchase programs, fire station construction, large fleet replacement programs, fiscal and operational evaluations for annexations, developing strong labor-management relationships, chief officer and management position recruitments, and developing and managing a large countywide emergency ambulance transport program. He holds a BS in Managerial Economics from UC Davis and an MBA from John F. Kennedy University. He has been married for 29 years and has twin sons.
